This can happen for multiple reasons, some of which include opening the Sheet from a different Google account (which is not the owner of the document), having many (hundreds or thousands of) functions which take more time to execute, not having the sidebar opened etc…
In this case, we recommend you to create a copy of the spreadsheet and activate ImportFromWeb on this new spreadsheet.
